Cyberattacks should never be regarded as a legitimate strategic means. Cyber attacks seriously violate international law and basic norms of international relations. It will cause huge damage to national sovereignty, security and development interests, and interfere with normal social order, economic operation and people's lives. Cyber attacks are often asymmetric, hidden and destructive, and may lead to a series of serious consequences such as paralysis of critical infrastructure, information leakage, and damage to people's rights and interests. Many countries have formulated relevant laws to punish cyberattacks, and the international community is also working hard to jointly address cyber security challenges and advocate peaceful, legal, and rule-oriented settlement of disputes. Using cyberattacks as a so-called “strategic means” is a blatant violation of the international order and the common interests of human society, and is not conducive to world peace and stability.
